"My cynical view is that ceasefires in these situations mean, 'Let's take a break so we can get more ammunition.'"
Senator Romeo Dallaire, a retired lieutenant-general, said the peace deal marks a critical moment. "The ray of hope it represents is clouded by Sudan's tumultuous history and faltering international commitment," he wrote this week.
Dallaire wants Canada to commit 1,500 soldiers to a 20,000-strong UN mission capable of protecting aid workers and their supply routes. Such a commitment of troops and humanitarian aid will require both public support and political will in Canada.
Some, such as CARE Canada's Kevin McCort, are pessimistic about Darfur's chances of soon generating the kind of public outcry that leads to such concerted action.
