While the international community has begun to see the reaction to the ICC’s issuance of an arrest warrant for Sudanese President Omar al-Bashir on counts of crimes against humanity and war crimes, most notably with the expulsion of sixteen aid agencies from Sudanese soil, the longer-term effects of the warrant are yet unclear.
